Summary:
The Legislative Specialist, Government Relations is a key member of the Legislative and Federal Affairs team and works to build key relationships with State Relations Representatives, the Executive Branch of the U.S. Government and Red Cross field units. The individual is responsible for supporting the organization's external relations strategy by developing and implementing legislative policy positions and strategies at the state level and policy positions and strategies at the federal level. The ability to analyze and research state and federal issues by utilizing sound strategic thinking process is essential. This position will report directly to the Director of Federal Relations and the Manager of State Relations.
Specific Responsibilities:
State Relations
Manage legislative tracking for all 50 states by analyzing and monitoring legislation on a variety of issues important to the American Red Cross including health and safety, biomedical services, disaster preparedness and response, nonprofit, volunteer liability and appropriations. Develop and provide official Red Cross strategy, position, talking points, support letters and expert guidance to State Relations Representatives (SRRs). Research and develop state legislative proposals for inclusion in annual state legislative agenda. Create and distribute weekly legislative report to the SRRs. Compose and manage agenda for monthly conference calls with SRRs. Responsible for overseeing the production of the Department's newsletter
Federal Relations
Conduct policy tracking for all relevant federal agencies to the American Red Cross mission. Monitor other federal executive branch activity important to the American Red Cross including service to the armed forces, health and safety, biomedical services, disaster preparedness and response, international and nonprofit issues. The Federal Relations Specialist should also be prepared to serve as the departmental lead for other issues before the Federal Executive Branch including building relationships with key staff. Develop and provide Red Cross strategy papers, position statements, talking points, support letters and expert guidance to Government Relations staff. Engage in strategic and tactical planning for relationship building and represent the American Red Cross before a wide variety of partnership groups or coalitions.
Qualifications:
Bachelor degree or equivalent years of experience plus a minimum of one year relevant government relations experience. The candidate must possess strong written communication skills and be able to manage a variety of projects. Attention to detail, flexibility, and willingness to take the initiative are essential. Experience with Excel and PowerPoint is a plus.
