Motion Picture Association of America (MPAA) is seeking a President & Chief Executive Officer. Founded in 1922 as the trade association of the American film industry, the MPAA has broadened its mandate over the years to reflect the diversity of an ever changing and expanding industry.

The President & Chief Executive Officer will be responsible for leading the development and implementation of MPAA’s strategic plan and managing operations, resources, and revenue generation for the organization. In conjunction with the Board of Directors and members, the President & Chief Executive Officer will develop and implement a plan for both achieving specific legislative/public policy results in Washington, DC and globally, as well as delivering quality programs that are of the greatest value to its diverse membership. Cisco Systems seeks a Vice President, International Government Affairs. The Vice President, International Government Affairs will be responsible for international public policy and legislative issues that impact Cisco. Who's hiring? Crain's Chicago Business

Manufacturers are hiring for the first time in two years, another sign the economy is slowly grinding forward.

Companies large and small that have survived the downturn — from Caterpillar Inc. to Peerless Industries Inc. — are beginning to call back laid-off workers or hire new ones. Illinois manufacturers added 1,000 jobs in January, according to state data, the first month-over-month growth since 2008, even as overall unemployment in the state continued rising, to 11.3% from 11.0%.
"Manufacturing in Illinois is turning the corner," says Mitch Daniels, an economist at the Department of Employment Security.
The addition of 1,000 jobs brings total manufacturing employment in the state to 555,100. But the gain doesn't begin to make up for the 115,800 jobs lost in the sector during the previous two years. With a 17% drop in employment since the recession started in December 2007, manufacturing was the second-hardest-hit segment behind construction.
Daubert Industries Inc. of Burr Ridge, which makes adhesives, undercoatings and other chemicals used by automakers and in construction, has hired four people in recent months after cutting nine of its 140 jobs last year.
"As the general economy picks up, we may have to do some more hiring on the production floor," says Roger Blake, chief financial officer. "But it's wait and see."
Mike Campagna, president of Peerless Inc., says the maker of TV mounting brackets hired about 50 people last year and plans to add another 85 to bring some production back from China. Overall, though, orders are only up "a little bit."
Manufacturing accounts for one out of 10 jobs in Illinois, the fifth-largest source of work. But those jobs have an outsized impact on consumer spending because they pay higher wages than most unskilled and semi-skilled positions: $35,000 on average, but up to $60,000 for unionized work in auto plants and more than $70,000 for highly specialized jobs.
Manufacturers are getting a lift from a variety of factors. For most, their customers have to restock after letting inventories dwindle to record lows last year. Others, such as Daubert, are seeing growth from expansion into new product lines or because rivals have gone out of business.
Peerless, which makes mounting brackets for TVs and projectors, hired about 50 people last year and plans to add another 85 as it brings a product line back from China to a new headquarters in Aurora. Shorter lead times from customers make it impractical to manufacture goods overseas and import them, President Mike Campagna says.
Headcount has rebounded to 400 from about 330 a year ago. Most production jobs at Peerless pay $23,000 to $35,000 a year, or $10 to $15 an hour. Mr. Campagna recently hired a supervisor, two machine set-up workers and two machine operators, and he is looking for two more toolmakers.
Overall, though, Mr. Campagna says orders are reviving slowly after dropping 25% last year: "We're up a little bit."

That's enough, says John Fortino, senior managing partner at Naperville-based recruiting firm Velocity Resource Group. "Even with a small blip of activity, (manufacturers) don't have the capacity to meet these orders. They cut to the bone," he says. "We have clients looking for engineers and plant managers for the first time in 18 months."
RISING EMPLOYMENT
Chicago economist David Hale expects Illinois will add 50,000 to 100,000 manufacturing jobs in the next 12 to 18 months. That, along with a slight recovery in construction expected later this year, will begin chipping away at the state's unemployment rate, which is at a 27-year high. "I think we'll get down to 9% unemployment by autumn, 8.5% early next year and approximately 7% in 2012," he says.
Even the hardest-hit industries are rebounding. Glenview-based Illinois Tool Works Inc., which serves a wide swath of industries, saw double-digit sales increases in its transportation and construction segments during the three months ended Jan. 31.
Heavy-equipment maker Caterpillar is hiring back 300 workers in Decatur as orders for mining equipment pick up, especially overseas. It's also called back some workers at plants in Pontiac and Mossville, near its Peoria headquarters. "We're starting to see some pickup in demand," a Cat spokesman says.
Steelmaker ArcelorMittal is bringing back 750 workers as it restarts a furnace and two other production facilities in East Chicago, Ind., to meet rising demand for everything from autos to appliances. Nationally, steel production is up about 60% from a year ago, and mills are running at about 71% capacity, up from 40% a year earlier, according to the Washington, D.C.-based American Iron & Steel Institute.

Velocity Resource GroupFord Motor Co.'s factory on the South Side is adding a second shift and 1,200 jobs as the new version of the Explorer sport-utility vehicle moves from Louisville, Ky. Lear Corp., which makes seats for Ford, plans to add 285 jobs at its Hammond plant after cutting 121 positions in late 2008.

Those who are hiring are finding a deep labor pool. Lee Dwyer, vice-president of engineering at Starro Precision Products & Engineering LLC in Elgin, needs someone who can set up computerized production machinery. It's a highly skilled job that can pay up to $70,000 a year. He drew more than 50 applicants he considered qualified, from as far away as Colorado and Kentucky. "Before, you might get two or three," he says.

The timing couldn't be better for Mr. Dwyer, who is rebuilding his workforce as his company shifts from automotive and industrial work to medical devices and aerospace products. Starro, which had 100 workers before the recession, now employs about 20, but that could double by yearend.

"We're taking advantage of a bad economy to get some great talent," he says.

The Food and Agriculture Department is responsible for BIO’s policy development, advocacy and educational programs on animal and plant biotechnology. Mission of the Washington Area Bicyclist Association

The mission of the Washington Area Bicyclist Association (WABA) is to create a
healthier, more livable region by:
1. Promoting bicycling for fun, fitness, and affordable transportation;

3. Educating children, adults, and motorists about safe bicycling.

General Statement of Responsibilities

The Washington Area Bicyclist Association, one of the oldest bicycle advocacy
organizations in the United States, is seeking an Executive Director. This
extremely active 5,000-member organization sets the agenda for bicycle
improvements in the nation’s capital and the Virginia and Maryland suburbs.
Current activities include advocating for trail and on-road facilities in three
unique jurisdictions, pursuing policies that advance the cause of bicycling,
conducting numerous special events, and extending the reach of bicycle education
across the region. The Executive Director will work closely with the Board of
Directors, a growing professional staff, local advocates, and a large cadre of
volunteers in carrying out WABA’s mission to create a healthier, more livable
region through bicycle promotion, advocacy, and education. The Executive
Director will be responsible for all administrative aspects of the organization,
including directing WABA fundraising activities.

Administration


The Executive Director shall be generally responsible for the oversight of all
management and administrative functions of WABA at the direction of the Board.
1. Responsible for oversight of the day to day operations of the WABA office;

2. Develop the annual budget for the organization in conjunction with the
Treasurer, monitor receipts and expenditures, and make bi-monthly and annual
reports to the Board, oversee and present annual audit by outside auditors;

coordinate special events appropriate to fulfilling WABA's mission;

4. Manage all contract and consulting work undertaken by WABA; and

5. Ensure that WABA is in compliance with all federal, state and local rules,

Fundraising/Membership/Development

The Executive Director, under the direction of and in partnership with the
Board, shall have the responsibility for managing organizational development,

Education

The Executive Director, under the direction of and in partnership with the

implement them;

2. Continue the growth of, and maximize WABA education revenue through a
variety of government grants, fee for service opportunities and other

3. Supervise education staff and ensure that they are appropriately certified
instructors;

4. Package and promote WABA's education programs, activities, and classes;

bicycling education related programs; and

Bicycling Advocacy

The Executive Director shall be generally responsible for representing WABA to
its various stakeholders and actively advocating WABA’s mission to the

Washington Metropolitan area community.

1. Advise and assist the Board with the development of policy positions
designed to further the WABA mission;

2. Be the “public face” of WABA in representing the organization and advocating
WABA positions to all organizational constituencies including, but not limited
to, individual bicyclists, other bicycling related private organizations, and
government and institutional entities;

3. Communicate and work with the media to advocate WABA goals and positions;

4. Advise and assist the Board in the development and promotion of relevant and
appropriate bicycling related programs, projects, and special events; and

5. Develop new partners and contacts to support WABA infrastructure and
education goals.

Board of Directors

The Executive Director shall attend all Board meetings unless otherwise directed
by the Board and shall generally assist and enable the Board to carry out its
duties and governance obligations.
1. Assist the Board in the development and implementation of long-term
strategic plan and goals;

2. Keep Board fully apprised of WABA operations at bi-monthly Board meetings
and at other times as appropriate;

3. Provide bi-monthly financial statements and fundraising analysis to the
Board;

4. Assist in the recruitment of new Board members;

5. Coordinate and facilitate activities for the Board and its committees; and

6. Implement Board policy.

Preferred Qualifications

The ideal candidate will have:

1. A strong commitment to WABA’s mission and goals, and an understanding of
bicycling and transportation issues;

2. Bachelor’s degree in a relevant field, with a minimum of ten years job
experience, including significant management experience;

3. Demonstrated non-profit management or highly relevant business and
government experience with organizations of similar size and composition;

4. Demonstrated fundraising experience and capability;

5. Broad-based connections and experience with Washington area governmental
bodies, political institutions, and other entities active in environmental and
transportation related issues;

6. Strong competency in administration, strategic planning, and fiscal
budgeting;

7. Superior oral and written communication skills, and excellent
computer/technical skills.

Heirs to a supermarket fortune will launch a multimillion-dollar scholarship foundation on Tuesday that is designed to encourage graduate students to pursue government careers in national security, foreign policy and international development.
The Robertson Foundation for Government plans to eventually provide full financial support to hundreds of graduate students in those fields who agree to at least three years of service with a federal agency within five years of graduation.
"We are very serious about the mission of getting these people to work for the government," said Bill Robertson, the foundation's director.
His mother, Marie Robertson, donated $35 million worth of stock in the A&P supermarket company in 1961 to Princeton University's Woodrow Wilson School of Public and International Affairs. But her heirs sued Princeton in 2002, arguing that the university diverted her original donation from its stated purpose of preparing college students for public service.
The suit was settled last year after a prolonged battle closely watched by universities, nonprofit groups and donors increasingly eager to keep close tabs on their contributions. Terms of the settlement require Princeton to pay approximately $60 million in payments and interest to the foundation by 2018.
The foundation plans to name four or five partner universities in coming weeks and then select its first eight fellows by the start of the 2010-11 academic year, Robertson said. Partner universities must agree to pay some student costs, and none of the schools will be members of the Ivy League, he said.
Although most scholarship recipients may consider careers with the State Department or the U.S. Foreign Service, Robertson hopes they will also consider jobs with the U.S. Agency for International Development, congressional committees, intelligence agencies and international development programs.
The foundation's board of directors includes former Virginia governor and senator Charles S. Robb, former national security adviser Brent Scowcroft and Paul Light, a government scholar who is now a professor at New York University. The group plans to establish a public service award program and work with federal agencies on retention efforts.
"We would like to attempt to make federal jobs more enticing to graduate students and also make these jobs more interesting," Robertson said. "One of the things students find after a few years is that they don't find [public service] as interesting or rewarding."
Few other endowments have provided such generous or specific support to students pursuing government careers, said Max Stier, president of the Partnership for Public Service.
"It's certainly not unique, but it's important, and there aren't enough of them," Stier said. His group was founded in 2001 by businessman Samuel J. Heyman, who established public service fellowship programs at Harvard and Yale universities.
