Berkshire Hathaway Energy Job Description Director, Federal Regulatory Affairs Description Represents Berkshire Hathaway Energy before various forums, including federal agencies such as the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE), the North American Electric Reliability Corporation (NERC), Congress, trade associations, industry meetings and issue-specific coalitions. Develops and maintains credible relationships with FERC, DOE and NERC officials and Members of Congress and their staff, as appropriate, to facilitate support for the company's federal energy policy objectives. Identifies proposed and final actions at federal agencies (other than environmental agencies) and organizations that might impact the company or its business units; communicates with affected business units to ensure adequate and effective representation in such actions. Drafts or assists in drafting position papers, comments and pleadings before federal agencies, particularly FERC; reconciles to the extent possible any disagreements between business unit positions. Assists on federal legislative matters as directed, particularly regarding federal regulatory matters. Primary Job Duties and Responsibilities (Essential Job Function) Protect and represent the company's interests before federal agencies (other than environmental agencies) and organizations, including the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE), the North American Electric Reliability Corporation (NERC), Congress, trade associations, industry meetings and issue-specific coalitions. Participate, and lead when appropriate, the drafting of position papers, comments and pleadings before federal agencies. Reconcile to the extent possible any disagreements between business unit positions before federal agencies and organizations to ensure credible and effective representation of the company's interest. Ensure positive and credible relations with FERC, DOE and NERC officials and Members of Congress and their staff, as necessary, to maintain a favorable federal energy policy/regulatory environment for Berkshire Hathaway Energy and its subsidiary U.S.-regulated platforms. Identify federal activities (other than environmental activities) that might impact the company and communicate with affected business units to ensure adequate and effective representation in such actions. In conjunction with senior management and affected business units, participate in the formation of Berkshire Hathaway Energy's federal energy policy positions and strategies. Assist the company's senior vice president-legislative and regulatory strategy on federal legislative matters as directed, particularly regarding federal regulatory matters. Ensure that federal energy policy-related legislative and regulatory activity is properly monitored and analyzed and that external advocacy responses are properly managed in support of company federal energy policy goals. Ensure internal customer needs are satisfied for (1) timely and reliable information related to federal energy policy-related legislative and regulatory developments important to the company; and (2) support of Berkshire Hathaway Energy and subsidiary-specific developments to FERC, DOE, NERC and Congress. Create, strengthen and leverage collaborative relationships with industry counterparts and develop and implement joint federal agency (FERC-DOE), NERC and Congressional advocacy strategies in support of company federal energy policy goals. Perform additional responsibilities as requested or assigned. Qualifications • Bachelor's degree in economics, law, public policy or related field or equivalent work experience. • Advanced degree in economics, law, public policy or related field or equivalent experience preferred. (Typically at least three years of related, progressive work experience would be needed for candidates applying for this position who do not possess an advanced degree.) • At least seven years federal energy legislative and/or regulatory agency experience, preferably with electric utility and/or inter-state pipeline issues. • Previous lobbying experience preferred but not required. • Working knowledge of the federal regulatory and legislative processes. • Influencing skills to persuade, direct, lead opinion and negotiate. • Advanced communications skills to listen effectively; to transmit information accurately, understandably and persuasively; and to actively seek feedback. • Effective analytical, problem-solving and decision-making skills to recognize patterns in data, information or events; to draw conclusions; and to make recommendation for action. • Strong interpersonal skills to build sustained working relationships and leadership abilities and affinity for collaboration with a variety of stakeholders. • Project management skills; ability to prioritize and handle multiple issues and projects concurrently. • Position demands ability to initiate and work independently while maintaining consistent, open communication with functional areas. • Regular travel to Berkshire Hathaway Energy's corporate and subsidiary headquarters and other industry business meetings. • Employees must be able to perform the essential functions of the position, with or without an accommodation. • All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, protected veteran status or disability status.
