Manager of Legislative Affairs

BACKGROUND INFORMATION: The National Association of Public Hospitals and Health Systems (NAPH) represents over 100 metropolitan hospitals and health systems that fulfill a safety net mission of providing high volumes of care to low income individuals. Since its inception in 1980, NAPH has cultivated a strong presence on Capitol Hill, with the executive branch, and in many state capitols. NAPH advocates on behalf of its members on such issues as Medicaid, Medicare, and access to health care services for vulnerable populations. The National Public Health and Hospital Institute, NPHHI, NAPH’s research arm, conducts research and education related to the concerns of NAPH and its members.

POSITION SUMMARY: The National Association of Public Hospitals and Health Systems (NAPH) seeks a manager of legislative affairs to help advocate for issues essential to safety net health systems. As the voice of the safety net on Capitol Hill, NAPH works closely with Congress and federal regulators on issues critical to our members, especially Medicaid and safety net financing. As part of NAPH’s advocacy and policy team, the manager of legislative affairs will serve as a conduit of communication between legislators and NAPH members by developing and communicating NAPH’s message, establishing and maintaining relationships with key legislative staff, organizing grassroots and stakeholder initiatives and engaging member hospitals in federal advocacy efforts.

REPORTS TO: Assistant Vice President of Legislative Affairs

PRINCIPAL DUTIES AND JOB RESPONSIBILITIES:
• Developing NAPH’s message regarding safety net issues
• Communicating NAPH’s message, information and issues with legislative staff
• Assisting in planning and executing legislative events and Hill briefings for congressional staff, including materials preparation
• Conducting regular legislative outreach, including developing legislative target lists
• Developing materials such as message cards, talking points and briefing packets for NAPH staff and members
• Assisting in educating the membership, including preparing teleconferences, conference sessions and materials covering NAPH issues and legislative activities, lobbying and political effectiveness
• Working with NAPH’s advocacy team to motivate NAPH members to contact Congress regarding action alerts
• Participating in developing and timing member action alerts
• Representing NAPH at coalition meetings with other national associations and attending hearings and other meetings as necessary
• Working with other NAPH departments to coordinate advocacy activities, including education and conference planning, membership and research

• Working with other members of NAPH’s advocacy and policy department to provide follow-up information to legislative staff as needed
• Monitoring legislative and regulatory status of issues as assigned
• Helping to coordinate NAPH’s member government relations committee
• Assisting with NAPH strategic initiatives, including providing research and other support as needed
• Traveling to NAPH member facilities and participating in NAPH conferences as appropriate

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
• Possesses a good understanding of federal lobbying and has existing bipartisan relationships with legislative staff
• Strong analytical writing and verbal communications skills
• Highly organized and skilled in synthesizing complex materials
• Positive customer service attitude
• Proven ability to work on a team

PREFERRED KNOWLEDGE AND SKILLS:
• Knowledge of health care financing and legislation
• Ability to think strategically

MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
• Bachelor’s degree and a minimum of 2 to 3 years of political experience focusing on health care issues and/or
• Master’s degree and a minimum of 1 year of relevant experience
• Capitol Hill staff experience strongly preferred
