Metro Area APPLY: https://jobs-riteaid.icims.com/jobs/18621/vice-president%2c-federal-affairs-%26-public-policy/job Job Description SUMMARY The primary purposes of this position are to develop positive relationships with Federal policymakers to help Rite Aid Corporation achieve strategic business objectives; identify and impact Federal health program legislation and trends that will impact Rite Aid Corporation business objectives and operations; develop and execute policy and strategy relating to Federal and state health care issues, such as Medicare, Medicaid, DOD and FDA; develop and maintain relationships with Members of Congress and their staff, and Federal regulatory agencies. Frequent independent judgments are essential. The incumbent is also required to perform all tasks in a safe manner consistent with corporate policies and state and federal laws. ESSENTIAL DUTIES AND RESPONSIBILITIES The associate is responsible for the functions below, in addition to other duties as assigned: Work with Senior Rite Aid Executives, responsible for identifying, monitory, and analyzing federal legislation and regulation affecting Rite Aid Corporation. Specifically responsible for the legislative and regulatory policy aspects of Medicare, Medicaid, DOD, TRICARE, and other federal programs and policies pertaining to pharmacy and health care. Interact with Senior Rite Aid Executives to help understand impact of Federal program policies on Rite Aid’s strategic objectives and operations. Serve as Rite Aid’s primary representative to Federal external constituencies, including policymakers, congressional staff, other health care associations, and other constituencies as needed. Identify and recommend legislative and regulatory advocacy positions to Senior Management of Rite Aid. Discuss and devise strategy and program initiatives with Rite Aid Senior Executives as assigned. Interact with federal policymakers to increase their knowledge and awareness of Rite Aid Corporation, and the impact of various Federal related issues on its business and ability to deliver cost effective pharmacy services. Represent Rite Aid Corporation to state policymakers as necessary and participate in development of strategy for issues that have both Federal and state policy and legislative components. Serve as a Rite Aid representative to NACDS Policy council, including participating in meetings, calls, workgroup activities, and other activities of the Council. Review and develop policy advocacy and analytical documents to support the ongoing legislative and regulatory efforts of the Corporation. Work with Rite Aid Senior Communications executive on messages and advocacy relating to Federal issues. Prepare and submit written comments to Congressional Committees and Federal agencies concerning Rite Aid Corporation positions. As necessary, speak before audiences comprised of public officials and industry representatives regarding Rite Aid Corporation and industry positions. Communicate with Rite Aid Senior Executives about the activities of the Federal Government through various written and oral communication means. Develop relationships and coalitions with health, consumer, senior citizen, and business organizations to assist in lobbying for Federal policies advocated and supported by Rite Aid. Ability to work within strict time frames and resolute deadlines. The following qualities are helpful: Typing speed of 40 WPM. Proficiency with the Microsoft® Office Suite (Word, Excel, PowerPoint, and Access). Certificates, Licenses, and/or Registrations This position requires a valid driver’s license for business travel and attendance at off-site meetings. Education: Bachelor's degree (BS), Doctoral degree (PHARM.D.) or equivalent in Pharmacy, or a Juris Doctoral degree, an advanced degree in business, political science, public policy, pharmacy and/or a related health care profession. In addition, the associate should have a minimum of twelve (12) years’ experience in legislative activities and a health care or health care policy background with knowledge of health systems or equivalent experience.
