NOW RECRUITING FOR THE MIKE MANSFIELD FELLOWSHIP PROGRAM
The Maureen and Mike Mansfield Foundation is now recruiting for the Mike Mansfield Fellowship Program. This program provides up to ten federal employees with one year of professional development and networking opportunities in Japan. It was established by the U.S. Congress in 1994 to build a corps of U.S. federal government employees with proficiency in the Japanese language and practical, firsthand knowledge about Japan and its government.
The Mansfield Fellowship Program includes seven weeks of language training in Ishikawa Prefecture and ten months of professional assignments in the government of Japan. During the one-year program, Fellows will develop an in-depth understanding of Japan’s government and its policymaking process and create networks of contacts with their counterparts in the Japanese government, charitable, business, and academic communities.
Fellowships are awarded on a competitive basis to mid-career government employees with a professional interest in Japan. Successful candidates will join a diverse pool of Mansfield Fellows who currently serve in senior positions with the U.S. government.
Fellowship Components
The one-year Fellowship Program consists of two components:
• Seven-week homestay and language training program in Ishikawa Prefecture, Japan
• Ten months of placements in the government of Japan and other organizations
During the program, Fellows are offered living allowances and other educational support benefits.
Eligibility
• Fellows must be federal employees with at least two consecutive years of federal government service by, and immediately preceding, July 1, 2017
• Fellows must obtain the authorization of an agency official before applying
• Fellows must be detailed by their home agency to the Foundation for the full duration of the Fellowship year from July 1, 2017 – June 30, 2018
• After completing the program, Fellows are required to serve at least two years in the federal government, where it is anticipated they will continue to work on projects and issues concerning Japan and U.S.-Japan relations

Associate Director of Programs
The Maureen and Mike Mansfield Foundation, a non-profit organization that promotes understanding and cooperation between Asia and the United States, seeks an Associate Director of Programs in its Washington, D.C. office. Working with the Foundation’s President and Vice President, the majority of the Associate Director’s responsibilities will be focused on the following programs:
Mike Mansfield Fellowship Program
• A one-year Fellowship program established by the U.S. Congress in 1994 to cultivate a corps of U.S. government officials with expertise on Japan and Japanese language ability.
U.S.-Japan Network for the Future
• A two-year program designed to build and enhance a network of Japan specialists who can bring diverse expertise and perspectives to the bilateral policy-making process in the mid- and long-term.
Program responsibilities include working independently and as part of a team to develop, promote, implement, recruit participants, and fulfill reporting requirements for these programs. This position also requires extensive coordination with Foundation staff in Montana and Tokyo, cohorts of program participants throughout the United States and in Japan, and U.S. government and Embassy of Japan officials.
Competitive candidates will have Japanese language ability, expertise on the United States government and government of Japan, experience developing programs with foundations and corporations, and experience managing a program budget. Candidates must be willing and interested in learning about policymaking and the U.S. government budgeting process. Experience working on federally-funded programs or on Capitol Hill would be helpful. Some domestic and international travel may also be required.

Summary
The Assistant Director for International Issues, Congressional and Governmental Affairs is a key joint appointment in APLU’s Offices of Congressional & Governmental Affairs and International Programs and works under the direction of the Vice President for Governmental Affairs and the Vice President for International Programs.
Primary Responsibilities
The main responsibilities of the position are to advance the association’s international legislative priorities through the annual appropriations and appropriate authorization processes. A significant component of this position requires outreach to and coordination with members of the Council on Governmental Affairs (CGA) – the government relations officials at APLU member universities – and the Commission on International Initiatives (CII) – the international affairs officers at APLU universities.
The Assistant Director for International Issues is responsible for developing, in concert with both offices, an overall annual strategy for federal engagement to advance international issues of importance to our membership. The strategy will establish the set of actions required to achieve APLU’s goals for the fiscal year. The assistant director monitors, analyzes, tracks, and recommends the best course of action regarding federal legislation that would impact international programs of interest to APLU’s U.S. institutions, including but not limited to international development programs, international agriculture programs, immigration and visa policy, study abroad and international education. APLU is the leading higher education association on many of these issues. The Assistant Director is expected to drive an advocacy agenda and raise the profile of APLU as a leading voice.
The Assistant Director will participate in events, meetings, and hearings with various coalition groups, legislative offices, and occasionally agency offices to represent APLU’s interests on issue areas and will report activities to the VPs for Governmental Affairs and International Programs.
The Assistant Director position is supported by special dues paid by APLU member institutions through an International Advocacy Coordinating Committee (IACC). The Assistant Director is responsible for managing the relationship with IACC members and maintaining their support.
Qualifications
Qualified candidates will be experienced professionals with several years’ experience on Capitol Hill or in positions focused primarily on working with the Hill.
Ideal candidates also will have some professional experience with universities as well as with the substance of the issues within APLU’s international portfolio.
Candidates must be proven team players and self-starters, and have strong verbal and written communication skills. Candidates will also possess strong organizational and interpersonal skills, be detail-oriented and able to juggle multiple responsibilities simultaneously.

Pew Government Relations
Government Relations was established in 2006 to complement and advance Pew’s work in the public policy arena. In 2010, the department was reorganized and staff that had been spread throughout the institution were consolidated into a single unit. Government Relations is comprised of a Senior Vice President and (currently) five directors overseeing advocacy of Pew’s programmatic agenda as well as operations and institutional advocacy. The senior director for operations and his team focus on supporting Pew-wide government relations priorities as well as assisting the efforts of the other deputies. The priorities of the unit are to: (1) provide relevant, timely and insightful advice on legislation of direct relevance to the Trusts, its programs and advocacy goals; (2) develop close effective relationships with key congressional offices, the administration and the government affairs staffs of major trade groups relevant to our work; (3) develop Pew’s annual advocacy strategy as well as manage and facilitate its implementation; (4) work hand in hand with program staff and policy experts to guide advocacy from inception to successful completion; (5) coordinate, collaborate and communicate with and between Government Relations and program staff to advance institutional priorities; and (6) monitor, track, review and approve all interactions between Pew staff and government officials including participation in coalition efforts and work with our external stakeholders.
Position Overview
Pew’s “eAdvocacy” efforts largely split into two categories of work – online grassroots organizing and direct policy maker outreach. Online grassroots organizing leverages email, the web, and social media to generate petition signatures, constituent messages to elected officials, public comments on proposed regulations, and tweets/posts. This work is done at a state, federal, and international (European Union, Canada, and Australia) level. Pew manages an advocacy subscriber base of ~250k active online advocates organized by policy portfolio or individual program. Direct policy maker outreach promotes Pew research, policy positions, web content (videos, infographics, etc.), and events to federal, state, and local policy makers and their staff for educational and advocacy purposes.
The Manager, Government Relations, is responsible for the successful execution of this work, while monitoring performance, consulting programs on eAdvocacy strategy, ensuring strategic list growth, and staying abreast of industry best practices/technologies. The Manager supervises a staff of two Associates who are each responsible for a portion of the Pew program portfolio – attending program meetings, drafting/creating content, consulting teams, and monitoring performance. The Manager also participates in institution-wide efforts related to eAdvocacy or Government Relations. The Manager is responsible for hosting trainings, seminars, and other events aimed at informing Pew staff on eAdvocacy capabilities and best practices. All Government Relations staff, including the Manager, Government Relations is responsible for ensuring proper compliance with all lobbying reporting requirements. This position reports to the Senior Director, Operations in the Government Relations Department.
Responsibilities:
• Develop and execute strategies to meet organizational and programmatic objectives using online communication tools.
• Build, monitor, maintain list of advocacy subscribers to ensure necessary impact in strategically targeted regions/districts and overall health of the list.
• Incorporate latest best practices, testing, dynamic content, and list segmentation to provide the optimal experience for all message recipients.
• Track performance metrics for departmental use and for a quarterly report to the CEO and executive team.
• Ensure online tools are functioning properly, guaranteeing delivery of emails to advocacy subscribers and constituent messages to elected officials.
• Oversee relationships with related vendors.
• Attend workshops and conferences to stay abreast of latest technologies and industry practices.
• Work with Communications colleagues to incorporate eAdvocacy content into institutional newsletters, social media, videos, PewTrusts.org, and other channels.

Qualifications:
• Strong strategic and tactical online advocacy and communication skills honed by previous web communications management experience in either the for-profit or nonprofit arena. Detailed understanding of and experience with the online space.
• Eight years of online outreach experience with a proven track record in managing online communications programs – specifically using email. Demonstrated success managing vendors and suppliers is required. Professional experience in online communications and project management with an agency, corporation or nonprofit organization with an emphasis on advocacy is strongly desired.
• A minimum of two years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
• Experience working with online advocacy platforms such as Engaging Networks, Blackbaud, Blue State Digital, Salsa or similar technologies. Experience with Salesforce or similar CRM tools. Knowledge of HTML, Adobe Design and analytics software.

The Democracy Fund seeks to hire a Program Associate to support our Governance Initiative, which is focused on how we can help major governing institutions to work more effectively in the face of increasing polarization. We are looking for candidates who are passionate about making our political system work better and have a strong understanding about how Congress and other governing institutions work. Strong candidates will be excellent writers, have strong research skills, work well with others, have an ability to think systemically, and have a proven track record of being able to get things done in a complex professional environment. A major area of responsibility for the Program Associate will be to work with the Program Director of our Governance Initiative in sourcing and evaluating grant opportunities, as well as working with our portfolio of grantee organizations to help them succeed. Among our existing grantees within this initiative are the Bipartisan Policy Center, the Congressional Institute, the No Labels Foundation, the Aspen Institute’s Congressional Program, and the Faith & Politics Institute. Beyond grant making, Program Associates will work with the Democracy Fund team to design and implement strategies to more directly advance our goals through research, convening, and advocacy.
Specific responsibilities include:
Grant Making
Work with team to evaluate grant making opportunities that are in line with our strategy and budget. Support due diligence, negotiation, and grant structuring
Manage the operational procedures and documentation associated with making grants, including proposal materials, organizational documentation, grant agreements, record keeping, and reporting requirements
Provide support to and oversight of grantees to help ensure their success
Research, Policy, Learning, and Impact
Work with the team to analyze how the systems that we seek to influence operate and identify points of leverage that we may influence
Monitor trends, research, and new publications in the field to inform our strategy
Conduct research to support the development of new programs and policies within our initiatives and across the foundation
Participate in the development and deployment of the initiative’s communications strategy
Help to share our learning with the field and establish the Democracy Fund brand through research, writing, and public speaking
Convener and Collaborator
Work with the Democracy Fund team to convene reform leaders, academics, political leaders, and others to facilitate increased dialogue and collaboration in the field. Manage logistics associated with events as appropriate
Maintain relationships with program officers at other foundations, participate in philanthropic conferences, organize regular funder conversations, and otherwise support collaboration with peer funders
Team Member
Actively work to support other members of the Democracy Fund team and cultivate an organizational culture that is highly collaborative and supportive
Collaborate internally to advance Democracy Fund strategy and mission
Represent the Democracy Fund in a manner that is consistent with our mission
Education, Experience, and Skills Requirements
Deep passion for strengthening American democracy
3-5 years of experience working in Congress, political reform, or collaborative governance.
Strong relationships with organizational leaders and experts in the field
Excellent written and oral communication skills required
Strong strategic skills and proven ability to translate strategy into action
Success in developing and maintaining institutional, political, and personal relationships
Ability to travel periodically for project work
Demonstrated experience handling multiple assignments simultaneously
Flexibility and initiative to work both independently and as part of a team
MPP, MBA, JD, or equivalent preferred
Willingness to live in the Washington DC area is required
