Legislative Specialist -- Target

About This Opportunity
Provide guidance and support for Target and its subsidiaries by utilizing your expertise in Law, Government Affairs and Brands. Use your knowledge to assist and direct our business, and interpret the laws that govern Target stores, Distribution Centers and corporate locations.
The Legislative Specialist, using his/her judgment based on Target's policy priorities, identifies trends and key developments in federal legislative and regulatory issues and helps determine their impact on Target. The Specialist also represents Target in industry meetings, policy-based conference calls, and congressional committee hearings. He/she then decides which issues most affect Target and why and, when appropriate, drafts reports that are distributed to the Government Affairs team and internal business partners throughout the company.

· Use discretion and judgment based on an in-depth knowledge of Target’s policy priorities, identify key issues, trends, and developments in federal legislative and regulatory issues and analyze their impact on Target.
· Attend policy meetings, conference calls, and congressional committee hearings as a representative of Target Government Affairs. Determine essential points based on Target’s policy priorities and write in-depth reports of meetings and hearings, with recommended follow-up as necessary. Distribute reports to relevant members of Government Affairs team in both Washington, DC and Minneapolis, as well as internal business partners
· Review Congressional Hearing weekly calendar and determine relevant hearings to monitor and, when appropriate, prepare reports.
· Research federal legislation for Government Affairs team and identify and analyze key developments, with particular emphasis on impact of identified legislation on Target’s priorities.
· Determine most relevant and timely recent developments, draft policy and political summaries for Government Affairs newsletters or other internal publications, legislative updates and political updates.
· Monitor and review policy publications (e.g., Politico, Congress Daily, Washington Post, Daily Caller, etc) to create a daily news briefing with particular attention paid to news stories related to Target and its policy and political priorities. Using his/her discretion and judgment based on knowledge of Target’s priorities, select and prioritize key stories (and/or portions of stories) for circulation to Government Affairs team and key internal partners.
· Serve as a liaison between DC Government Affairs office, Capitol Hill, trade associations, and retail partners for policy meetings and legislative updates.
· Research, draft, and prepare briefing materials for policy meetings on Capitol Hill, and for domestic and international trips for Government Affairs team and Target executives.
· Research, analyze, and synthesize legislative and regulatory activity on priority issues, political stories, and legislative matters.
· Research and draft written materials such as issue briefs and testimony relating to congressional interactions.
• Coordinate Government Affairs representation related to policy meetings, industry groups, and key political events for senior Government Affairs team.
Requirements
Bachelor’s degree
2-3 years’ experience in government affairs, Congressional office or related field
Demonstrated ability to drive results and complete multiple projects simultaneously
Ability to collaborate with legislative team on diverse set of policy and legislative issues
Strong ability to leverage partnerships
Strong communications and interpersonal skills
