Position Summary The Director of State Government Affairs develops and communicates Covidien policy and positions with relevant state and local government stakeholders including state legislatures, state and local government agencies, trade associations and professional or medical societies. Principal Accountabilities • Assist in the development of strategic priorities working with senior business executives. Provide knowledge and information relating to issues that impact their businesses. Responsible for thorough familiarity with Covidien products and services, with sensitivity to those areas of business activity most affected by government regulatory and reimbursement action. • Anticipate and identify threats and opportunities that could affect the Covidien business units and their ability to conduct business worldwide; emphasis on market access and reimbursement. • Monitor legislative and regulatory issues among states and major localities and analyze impact. Plan and implement comprehensive advocacy efforts to achieve global business goals. • Utilize knowledge of healthcare and reimbursement policy to develop and implement strategies that will leverage government action to create reimbursement and market opportunities. Lobby relevant stakeholders. • Establish strategic alliances with government stakeholders, trade associations, medical societies, NGOs(patient/diseasegroups). • Maintain strong relationships with relevant local and state government offices. • Continuously work to improve the image of Covidien with stakeholders. • Participate in the management of the Covidien grassroots program and PAC. • Travel and attend events as needed (Approximately 40%) Requirements • Minimum of 10 years professional experience in state legislative or regulatory decision • Making process and experience at shaping government policies, developing and implementing the necessary relationship with relevant political contacts. • A Bachelor’s Degree is required and a Master’s Degree is preferred. • Extensive knowledge and understanding of the government decision-making process, particularly in the area of healthcare. • Strong and effective communicator; ability to articulate complex issues both speaking and in writing. • Working knowledge of various healthcare reimbursement methodologies (Medicaid). • Established contacts with government policy makers, professional and trade organizations, particularly in the area of healthcare. • Experience in managing complex issues and can develop cohesive public policy positions. • Must be able to anticipate challenges and identify emerging political and healthcare trends affecting all Covidien divisions. • Must possess the skills to build and maintain an internal network to assure full and accurate input from all business units. • Must possess capability to identify opportunities for leveraging government decision making in support of increased market share. • Demonstrate sound judgment and commit to ethical business practices.
