Director, Federal Government Relations -- International Council of Shopping Centers

Director, Federal Government Relations Primary Area of Responsibility: The direction and administration of ICSC’s federal lobbying efforts on a wide range of issues including Environmental and Energy issues, with an emphasis on water, sustainability, energy efficiency and land use matters. Issues areas may also include insurance, labor, privacy, homeland security and other legislative and regulatory initiatives that impact shopping centers, depending on applicant’s background and interests. Reports to: Staff Vice President, Federal Operations, Office of Global Public Policy Works Closely With: Staff Vice President of State and Local Government Relations. Ultimately reports to Senior Vice President, Global Public Policy. Also serves as Liaison to ICSC Environmental Subcommittee, advises the Legal Advisory Council in relevant areas. Duties and Responsibilities: FEDERAL LOBBYING PROGRAM • Identifies and analyzes legislation and regulations on the federal level pertinent to the shopping center industry • Communicates ICSC positions to appropriate federal agencies, Members of Congress and relevant Congressional committees • Works with Staff Vice President for Federal Operations to coordinate and implement strategies • Monitors and directly interacts with executive branch staff and regulatory agencies on regulatory matters • Mobilizes grassroots action and ICSC member involvement on specific regulations and legislation • Develops and implements legislative and regulatory strategies SUPPORT SYSTEMS • Identifies and coordinates appropriate resources to support the federal and state legislative and regulatory strategies of ICSC • Builds and strengthens bi-partisan relationships with national, state, political, legislative, business, and real estate industry groups • Utilizes ICSC’s publications and the Communications Director to enhance communication efforts • Works to increase the visibility of ICSC throughout the legislative and executive branch with lobbying efforts • Works with Director of Legislative Outreach to utilize ICSC grassroots resources to enhance legislative and regulatory activities among ICSC’s membership • Updates and educates association membership and decision makers • Drafts issue papers, weekly and monthly periodicals, grassroots letters, Legislative and Executive Branch communications, membership issue alerts, updates and presentations; • Prepares for congressional, state, or regulatory hearings, as necessary • Represents ICSC PAC at political events • Takes full responsibility for other projects as assigned QUALIFICATIONS • A minimum of five years of Capitol Hill experience with a thorough understanding of the federal legislative and regulatory process, especially related to environmental and energy issues • A Bachelor’s Degree is required and law degree is preferred • The willingness and ability to work in a bi-cameral and bi-partisan manner • A team oriented and collaborative attitude • Periodic travel may be required TO APPLY • Interested applicants should provide a resume and cover letter via email (gpp@icsc.org) explaining why they want to work for the International Council of Shopping Centers and summarizing a proactive legislative and/or regulatory success he/she has had.
