Job Description

The World Bank is seeking highly experienced Public Sector Governance professionals to work with our clients in the Eastern Europe & Central Asia (ECA) and Latin America and the Caribbean (LCR)regions.

EASTERN EUROPE & CENTRAL ASIA REGION (ECA)

The Poverty Reduction and Economic Management Unit (ECSPE) in the Europe and Central Asia Region (ECA) handles the Region’s work on economic policy, governance and public sector management, poverty, and gender. It is composed of approximately 98 staff of which about 40 are located in country offices. ECSPE carries out a large and diverse work program of lending and analytic work for the Region. The Department comprises three macroeconomic groups and two thematic groups on poverty and gender, and public sector management. There are four sector managers with one sector manager having responsibility for public sector management and political economy and governance issues. The advertised position is with the Public Sector and Institutional Reform group which consists of around 25 public sector specialists. The group is responsible for public sector, governance and political economy issues for the entire ECA region, and has active business lines covering political economy, governance, public administration and civil service, public financial management, legal and judicial reform, tax and customs administration, and decentralization.

The challenge of public sector reform and governance lies at the heart of the development agenda for the client countries. High-quality analytical, lending and technical assistance to clients in the Europe and Central Asia region in public sector reforms therefore remains one of the highest regional priorities. The demand for Bank services on public financial management and governance in the region is significant. ECSPE is seeking to fill three vacancies, all based in Washington DC.

LATIN AMERICA & CARIBBEAN REGION (LCR)

The LCR Region's Public Sector Unit (LCSPS) of the World Bank is seeking several Senior Public Sector Management Specialists to be based in Washington, DC. These senior specialists will contribute to the work of LCSPS, and will be expected to have skills in at least two of the following areas: i) tax administration, ii) performance management including performance-informed budgeting; iii) policy-making and implementation; iv) decentralization. In addition knowledge of and experience in macroeconomic policy and debt issues is highly desirable. The candidates will also be expected to make a broader contribution to policy dialogue concerning all aspects of public management and governance at the national and sub-national levels.

LCSPS is a sector group within PREM in Latin America and the Caribbean region (LCSPR). LCSPR is divided into three sector groups: Economic Policy, Poverty and Gender , and Public Sector. The overall mission of LCSPR is to assist LAC countries in developing and implementing strategies to reduce poverty and promote sustainable development through our lending, advice and analytical work. The Public Sector Group contributes to the pursuit of LCSPR's mission by addressing the challenge of improved public sector management and governance.

LCSPS's key activities are:

• Promotion of efficient public expenditure and revenue management.
• Modernizing governmental organizations and institutions.
• Strengthening accountability, transparency and civic engagement.
• Supporting effective intergovernmental finance and decentralization arrangements.
• Supporting legal and judicial reform.
• Assisting in the reduction of corruption
