The Corporation for Enterprise Development (CFED), a 33-year-old national nonpartisan organization, empowers low- and moderate-income households to build and preserve assets by advancing policies and programs that help them achieve the American Dream, including buying a home, pursuing higher education, starting a business and saving for the future. We now seek a Director of Government Affairs who will lead CFED’s federal policy efforts. The Director is charged with overseeing policy development, analysis, strategy, advocacy and coalition-building, and with positioning CFED as a key resource for elected officials, regulatory agencies and key policymakers interested in pursuing policies that help low- and moderate income families build and protect assets. The incumbent will be based in our Washington D.C. office, managing a team of two and reporting to the Vice President for Policy & Research. Responsibilities:
* Lead the development of a policy agenda that will expand financial access and security for millions of Americans, collaborating with both internal content experts and external partners, and applying expert knowledge of the current political context to advise and guide colleagues
* Cultivate and steward relationships with personnel in offices and agencies that impact the sphere of CFED’s work, and with national, state and local partners, maintaining CFED’s position as a key resource for trustworthy and actionable information on financial inclusion and asset-building issues; educate partners and legislative and agency staff on the potential impact of various ideas and proposals; work to shape legislation and regulations to advance CFED’s strategic priorities
* Collaborate with the State & Local Policy Team to develop robust relationships with state and local advocacy coalitions, incorporating their issues into CFED’s policy work, creating opportunities for them to engage with their federal policymakers, and serving as a resource for their education and advocacy initiatives
* Work closely with programmatic staff to integrate policy work into field demonstrations and innovations, and to ensure maximum leverage of field findings toward policy efforts
* Contribute to CFED’s fundraising efforts, proactively stewarding relationships with funders and serving as an ongoing source of policy information for them, and collaborating with CFED’s development staff and programmatic staff to develop concept papers, proposals and interim reports
* Lead policy campaigns, developing robust public affairs strategies that will foster and grow movements and drive legislative action; communicate policy issues for practitioners and advocates in ways that mobilize them to act; serve as a strategic resource for the advocacy efforts of coalitions
* Identify specific policy research needs and collaborate with the research team to develop and implement sound research practices; prepare analytical pieces including hearing testimony, comment letters, one pagers, white papers, policy updates, materials for legislators, surveys, fact sheets, and opinion pieces
* Serve as a key CFED spokesperson, speaking at conferences and meetings with national allies, private sector partners, policymakers, government officials, and coalition partners
* Manage the financial and staff resources of policy projects, monitoring financial expenditures, staff time, and progress toward deliverables
* Serve as a senior manager of the Policy & Research team, functioning as a deputy to the Vice President for Policy & Research and providing advice and counsel on cross-cutting team issues
* Provide leadership, coaching and mentoring to team members; encourage team’s continued professional development and growth
Qualifications:
* A minimum of seven years work experience in policy advocacy positions, including at least three years of Capitol Hill experience; direct legislative and regulatory experience working for a non-profit advocacy organization desirable; campaign experience and/or state or local policy advocacy or direct policy experience preferred
* Experience in CFED’s areas of focus, such as financial access and consumer protection, savings and asset-building, entrepreneurship, affordable homeownership strongly preferred
* Excellent oral communication and presentation skills, in both small and large group formats
* Exemplar interpersonal skills, including the ability to quickly develop rapport and identify common goals
* Strong, prolific writing experience, with a demonstrable ability to quickly and accurately translate dense technical information for a variety of audiences
* Prior staff management experience, including experience serving as a coach and mentor
Excellent organization skills with strong attention to detail
* Proficiency with Word, Excel, PowerPoint and online research databases
