Government Relations Manager -- CoBANK, ACB

CoBANK, ACB POSITION DESCRIPTION Title: Government Relations Manager Department: RLC Manager’s Title: SVP – Government Affairs Position Summary: As a member of the CoBank Government Affairs team, the Government Relations Manager is responsible for carrying out regulatory, grassroots, legislative, PAC, and industry relations activities on behalf of the bank. The GR Manager, located in CoBank’s Washington, DC office, is a key liaison between CoBank and its affiliated Farm Credit System associations and manages a wide range of projects to address regulatory and legislative issues. The GR Manager reports to the Senior Vice President – Government Affairs and represents CoBank externally in Washington D.C. as appropriate to Members of Congress, congressional staff, administration officials, regulatory official, and allied stakeholder groups. Essential Duties and Responsibilities: The essential functions include, but are not limited to: 1. Implement grassroots activities within CoBank and its affiliated Farm Credit System associations. Support FCS association efforts to engage policy makers on a wide range of issues. Help build consensus on public policy issues within the CoBank District. 2. Manage CoBank’s participation in the Farm Credit Council’s public policy position-setting process. 3. Manage CoBank’s PAC activities, including fundraising, funds disbursement, check delivery and related activities. Assist affiliated Farm Credit System associations with PAC their individual PAC activities 4. Ensure precise compliance with all relevant political/election law requirements.and file reports as required by law. 5. Draft and distribute written communications to a wide range of senior CoBank officials, Members of the CoBank Board of Directors, affiliated institution executives, and others regarding regulatory, legislative, and political issues and initiatives. 6. Track and analyze regulatory proposals and manage CoBank and affiliated association workgroups to develop policy positions and formal regulatory comments. 7. Coordinate CoBank's Ambassador Program – including development of monthly communication and all aspects of fall trip. 8. Coordinate semi-annual CoBank District Farm Credit Council meetings in conjunction with Farm Credit Council annual meeting and National Directors Conference. . 9. Prepare briefing books and other materials, including updates of CoBank "national and state sheets" for use by management, CoBank directors, and CoBank’s ACA representatives. 10. Arrange Hill visits for annual board meeting and other ACA fly-ins. Assists with hotel space, meeting rooms, and other meeting logistics. Other Duties and Responsibilities: 1. Some minor administrative tasks, including office bill processing 2. Other responsibilities as assigned. Qualifications: Bachelor’s degree in relevant discipline and 4+ years of experience in public policy, government relations, and/or regulatory affairs. Capitol Hill experience is strongly preferred. Knowledge and Skills 1. Outstanding verbal and written communications skill required. 2. Intermediate ability to use standard office software including Microsoft Excel, Word, PowerPoint and Access. 3. Ability to maintain effective working relationships with all levels of CoBank staff, customers, government and industry contacts. 4. Ability to understand, with some training to be provided, complex financial issues. Other Requirements 1. Commitment to CoBank’s mission to support rural communities and agriculture. 2.
