Job Summary:
This position serves as the Treasury Department's top economist in the field of individual taxation, including individual income, capital gains, payroll, estate and gift, and indirect taxes. As such, the Director for Individual Taxation works closely with the Director and Chief Economist, Office of Tax Analysis, and Deputy Assistant Secretary (Tax Analysis) in various phases of their activities.
The incumbent makes sure the Treasury Department furnishes in-depth, high quality analyses, reports, and other data to the: (a) White House, the Office of Management and Budget, and other Administration officials; (b) Ways and Means Committee of the U.S. House of Representatives; (c) Finance Committee of the U.S. Senate; and (d) Joint Committee on Taxation.
Major Duties:
Guides improvement in the models, data, and methodologies, used to analyze and evaluate individual taxation policies. Initiates, plans, and directs a wide range of basic studies of the individual taxation system of the Federal Government, including those of a pioneering, controversial, or precedent-setting nature. The individual tax system as a whole, is analyzed and evaluated with a view to making adjustments in a manner that will be equitable and economically efficient.
Directs analyses and studies of specific individual income tax proposals. These studies frequently determine the effects of proposals on particular groups of taxpayers; determine the effects of proposals on the distribution of the tax burden across income groups; determine whether the proposals achieve their stated goals; ascertain and develop methods for meeting the administrative and compliance problems of these proposals; and devises innovative ways to integrate individual taxation proposals with the Nation's overall tax and expenditure systems. As directed, supervises preparation of revenue estimates for specific tax proposals.
Gives technical advice and assistance to top level Treasury Department officials, including the Assistant Secretary for Tax Policy and the Secretary of the Treasury. Participates in the formulation of legislative programs in the area of individual taxation. Makes substantive recommendations on ways to adjust the Nation's individual taxation system to changing economic conditions. Represents the Office of Tax Policy in dealing with other Federal agencies, typically on matters that are related to individual taxation.
Supervises the Individual Taxation Division, and performs related administrative functions. Helps determine and set objectives and priorities for the Individual Taxation Division, and assigns work to the staff of the Individual Taxation Division in accordance with those objectives and priorities. Reviews staff work for substantive content as well as proper format, and ensures that work is completed on schedule. Performs annual performance evaluations for each staff member, and maintains current position descriptions and performance objectives for each staff member. Aids in the professional development of the staff of the Individual Taxation Division. Encourages written descriptions of work in a professional format for dissemination to other tax professionals. Encourages staff participation in professional conferences and other interactions with the professional tax community. Carries on own research and publication activities.
Aids in the recruitment and hiring of professional staff for the entire Office of Tax Analysis.

WHAT DOES A TAX LAW SPECIALIST DO? IRS employs Tax Law Specialists (TLS) in many areas throughout the Service. In the TE/GE function, a TLS interprets the tax code, regulations, administrative guidance and court cases. They provide authoritative technical tax advice and education through outreach to tax exempt organizations and employee plans. A TLS drafts technical guidance and revises forms. They analyze requests relating to rulings and applications for tax exempt status. In the W&I function, a TLS analyzes new legislation and interprets tax code and regulations to develop and revise tax forms and publications or a TLS may respond to customer inquiries involving tax laws and account related questions by telephone and/or electronic media. In the LMSB function, they provide expert advice on a range of corporate tax issues or may be specialists in international tax law.

AFJ is seeking an attorney for its national office in Washington, DC. The attorney will be part of AFJ's Advocacy Programs, including its Nonprofit Advocacy Project and Foundation Advocacy Initiative, to organizations and activists across the country. Through its Advocacy Programs, AFJ works to increase nonprofit participation in advocacy and lobbying by providing workshops, technical assistance, web resources and easy-to-read publications to a broad range of nonprofit organizations (including foundations) across the country. Position The Counsel reports to Legal Director, Advocacy Programs and will implement a wide range of activities that advance the program activities.
Responsibilities: Master the current federal tax and federal election law for tax exempt organizations and translate the material for a non-legal audience. The candidate will be responsible for continuing their education in federal tax and federal election law. Conduct workshops for nonprofit organizations and foundations on federal tax and federal election rules governing their ability to participate in public policy. Also be active in the publicity/outreach needed to produce the desired audience for workshops. Provide technical assistance to nonprofits and foundations on federal tax and federal election law.
Represent the organization at conferences of nonprofits and foundations. Write, in collaboration with AFJ staff and/or outside attorneys, relevant technical assistance guides, articles, op-eds, regulatory comments and occasional amicus briefs. Participate in federal tax and federal election law public policy and other subjects as they may arise. Collaborate with staff from other AFJ programs (including our Judicial Selection and Access to Justice Projects, as well as Outreach and Communications) to deliver appropriate program content.  Work with both AFJ's Oakland and DC staff on program activities and special events. Other duties as assigned.
Qualifications: Law degree, bar membership and 1-3 years experience as a practicing attorney. Experience conducting training programs and working with coalitions.  Spanish proficiency preferred. Excellent oral and written communications skills, including the ability to write clearly and quickly. Travel approximately 50-60 days per year. Ability to work with a wide range of individuals and interests. Knowledge of federal tax and election law; some familiarity with state lobbying and elections law and experience lobbying for a nonprofit a plus. Excellent interpersonal skills. Highly organized and detail oriented. Commitment to social justice causes.

Description:  The Senior Government Affairs Professional works with the President to: Represent interests of clients on Capitol Hill and, as needed, state legislatures.  Manage, build and strengthen relationships with and mobilize allied organizations in coalitions.
