Job Description

This position will be responsible for directing Express Scripts' (ESI) corporate federal government affairs program, including identifying and managing federal legislative and regulatory issues. Represent ESI on issues of importance before US Congress and related Administration agencies (CMS, HHS, FDA, other). Identify and manage proposed federal legislation and regulations that present significant implications to ESI's businesses. Participate in the development of ESI policy positions and legislative strategy to enable the company to favorably influence and participate in the legislative and regulatory processes. Represent ESI in key policy/trade association/coalition activities. Serve as internal ESI resource and conduit for business unit strategies, initiatives and information needs regarding federal government activities. Provides leadership and support to other special projects and activities, as assigned.
Desired Skills & Experience

BA/BS degree in Political Science, Public Administration, Public Policy, Communications or related field or equivalent work experience. Graduate level or law degree preferred.
10-15 years relevant experience; MA/MS and 8-12 years of experience
Minimum 5-10 years of business, government affairs, policy or legislative advocacy experience in private sector, government and/or trade association.
Knowledge of/experience with federal legislative and regulatory process.
Knowledge of/experience with health care system, PBM familiarity highly preferred.
Ability to draw upon extensive knowledge and relationships to identify issues and develop appropriate policy responses
Sophisticated/strategic thinking to determine how best to influence decision/policy makers.
Excellent organization, verbal and written skills.
High level of confidence, integrity, enthusiasm, a hands-on approach to problem solving, executive presence and a personality that fits a fast-paced, energetic and proactive organization.
