Job Description

ICMA is recruiting a fulltime expatriate Project Director to workon CityLinks, a USAID funded city partnership and municipal governanceprogram located at ICMA Headquarters in Washington, DC.
The project will focuson three global challenges faced by urban areas –
climate changeadaptation and mitigation
food security
water supply and sanitationaccess
The program will developpartnerships between US and international cities located in developingcountries to share technical expertise, knowledge and help implement projectsthat assist cities become more resilient.
The Project Director should have expertise in the following areas:
- Developing and supporting partnerships toaddress challenges facing urban populations, particularly those at high risk toclimate change impacts
- Incorporating gender, community mobilization,public-private partnerships in program approaches
- Implementing municipal governance programs
- Monitoring and evaluation
- Implementing USAID funded projects
- Understanding local government management andability to design partnership projects in one of the three technical areas ofthe program
- Developing, promoting and evaluating tools andtechnology that target the three urban development challenges


Desired Skills & Experience

Other RequiredQualifications:
- A minimum of a Masters degree in urban planningor related field; OR Bachelor’s degree in urban planning, or other relatedfield and at least 20 years of experience.
- 5 years field experience working in developingcountries.
- A minimum of fifteen years of relevantprofessional experience.
- Experience leading, managing and implementinginternational projects for developing countries, particularly in one of thethree technical areas and with municipalities.
