Manager, State Government Relations at American Academy of Orthopaedic Surgeons GENERAL SUMMARY: Develops and directs a comprehensive State legislative affairs program for all fifty States. Assists State orthopaedic societies and their lobbyists in addressing State legislative issues of interest to the orthopaedic community. Staffs the BOC Committee on State Legislative and Regulatory Issues, which is responsible for the Health Policy Action Fund. Solicits grant applications and administers the Health Policy Action Fund. Engages in direct lobbying and develops policy materials on specific issues at the state level. Addresses the Board of Councilors, State orthopaedic societies, and other AAOS volunteers and staff on state legislative issues as needed. Identifies, monitors, analyzes and helps prioritize state legislative, health policy and regulatory issues of importance to orthopaedic surgeons and their patients in conjunction with volunteer committees and health policy staff. Distributes information in a timely and concise manner through a variety of vehicles to appropriate audiences. Works with consultants to implement a national advocacy initiative to include model legislation, talking points and a clear political strategy that will promote unity in orthopaedic advocacy efforts. Represents the Academy and state orthopaedic societies at various legislative and health care policy conferences including Annual Meetings of the National Conference of State Legislatures. May require coordination of booth assembly and the recruitment of volunteers. Develops relationships with outside organizations, including state medical associations and orthopaedic sub-specialty groups. TRAVEL: 50+ days per year QUALIFICATIONS: Required: Bachelor's degree; 3-5 years of relevant experience in state and federal government and/or private sector advocacy, including negotiating legislative compromises; J.D or Masters degree in relevant field; excellent oral and written communication skills; strong analytical, organizational and research skills; experience developing relationships with external organizations. Desired: Experience in health care policy analysis, developing and implementing legislative initiatives, and interacting with lobbyists; and association experience.
