About the International Visitor Leadership Program: IVLP is the US Department
of State’s premier professional exchange program. Launched in 1940, the IVLP is a professional
exchange program that seeks to build mutual understanding between the US and other nations through carefully designed short-term visits to the US for current and emerging foreign leaders in government, politics, the media,education, the arts, business and other key fields.
As an IVLP program administrator, Cultural Vistas is responsible for arranging professional and
cultural itineraries throughout the United States that reflect the interests of each international visitor participant. Cultural Vistas performs significant research into the project theme,arranges an orientation session in Washington DC and works with affiliates of the National Council for International Visitors (NCIV) to complete each IVLP project.
We are seeking an International Visitor Leadership Program Director for our Washington, DC office. This is a highly visible position within the organization; therefore a high degree of professionalism is required.
Position Summary: The IVLP Program Director will be responsible for all IVLP operations and ensure all projects are appropriately assigned and staffed. The Program Director will be responsible for all aspects of strategic planning, program administration, staff recruitment and training, financial administration and relationship management. Additionally, the Program Director will explore ways to encourage additional avenues of international exchange that could result from the contacts made through this program. The Program Director will work closely with the Department of State (DOS) to ensure compliance with DOS regulations.

Qualifications and Skills:
Demonstrated ability successfully manage a high-profile, culturally diverse, federally funded program
Demonstrated experience in all aspects of program management, staff supervision and relationship building
Demonstrated experience working with government contracts, financial reporting and internal controls related to Circular A-133
Strong knowledge of foreign and domestic affairs
Strong organizational skills, including the ability to multi-task and prioritize, as well as troubleshoot in crisis.
Excellent communication skills (oral and written), including grant proposal writing and reporting
Ability to supervise team of approximately 8-10 staff members
Demonstrated financial management experience
Ability to use Microsoft Office, including Microsoft Project
Demonstrated database management skills
Ability to use online interfaces effectively
Excellent networking skills
Education and Experience:
Minimum 10 years in international program management, international exchange, and/or government grant administration required
Experience living and/or working in international setting required
Knowledge of at least one foreign language preferred
Master’s degree required (InternationalStudies, Public Administration, Management, Government, Political Science, or similar preferred)
Domestic travel possible
