About ASTHO: The Association of State and Territorial Health Officials (ASTHO) is the national non-profit organization representing the state and territorial public health agencies of the United States, the U.S. Territories, and the District of Columbia. ASTHO’s members, the chief health officials of these jurisdictions, are dedicated to formulating and influencing sound public health policy, and to assuring excellence in state-based public health practice.



Position Overview: The Director of State Health Policy works with ASTHO’s senior staff and members to develop the organization’s state public health policy agenda which may include state legislative, statutory, regulatory and executive orders activities and supports development of ASTHO’s network of state legislative liaisons. The Director is a member of the Public Policy Team and reports directly to the Chief of Public Policy. The position collaborates with key staff from across the organization to track timely policy issues in the states; identify model state health policies and strategies for passing and implementing them; and share tools for adoption of model polices among the US states and territories. The Director proactively assists members and the ASTHO senior management team in fulfilling ASTHO’s strategic priorities, goals of ASTHO policy committees, and activities identified in ASTHO’s federally-funded and privately-funded cooperative agreements.



Specific responsibilities include, but are not limited to:



1. Oversee the fulfillment of objectives and strategies in the strategic plan relevant to state health policy.

2. Assist in managing federally funded project activities and related budget on a day-to-day basis.

3. Serve as the primary ASTHO staff liaison for state legislative liaisons and other state health policy staff from the state and territorial health departments

4. Lead planning for and implementation of ASTHO’s Annual State Legislative Liaison’s meeting.

5. Manage and support ongoing communications among state legislative liaisons, which may include teleconferences, webinars, e-newsletters, web site content etc. to support the networking and development of this key group.

6. Manage and coordinate state legislative tracking activities with ASTHO program staff to inform members, staff, and Affiliates of key legislation.

7. Develop and disseminate state health policy toolkits, fact sheets, model legislation, and other public health policy materials.

8. Conduct research in response to requests for assistance and information from ASTHO members, affiliates, staff, and national organizations.

9. Foster collaborative relationships with representatives from other national public health organizations, ASTHO affiliates, Federal agencies, and other stakeholder organizations.

10. Develop and write funding proposals - including conceptualizing deliverables and identifying new funding opportunities that meet member needs.

11. Provide staff support to relevant ASTHO committees and task forces.

12. Represent ASTHO at meetings and on workgroups and committees with summary reports to Chief of Public Policy. Domestic travel expected approximately 5- 10% of time.

13. Function effectively in both independent and team environments

14. Supervise student interns and policy analysts when indicated.

15. Lead by example as part of ASTHO’s Senior Management Team.

16. Perform other duties as assigned.



Requirements:



Education: Bachelor’s degree required, MPH, MPA, MPP or related degree preferred



Experience: Strong working knowledge of state policy making. State or federal governmental experience strongly preferred. Awareness of public health policy from a state perspective desired.



Years Experience: Three years relevant work experience in public health or public policy.



Skills: Excellent written and oral skills; ability to write about and describe complex concepts in easy-to-understand language; fiscal management skills; successful grant writing skills, interpersonal skills needed to coordinate, manage and execute multiple projects in a challenging environment; ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs; ability to track and analyze related project issues and legislation at federal and state levels; ability to work with large networks and to represent ASTHO at meetings and conference on project-related issues. Ability to work independently and in a team environment, manage multiple projects and complete assigned tasks in a timely manner. Knowledge of Microsoft Office, basic knowledge of other software applications (e.g., database, desktop publishing, etc.) and HTML and/or Web page design.

· Leading a team of ASTHO government relations staff with responsibility for government relations and legal affairs.

· Working with ASTHO program and policy staff in drafting responses to proposed regulations.

· Functioning as a member of the executive management team to integrate government relations with organizational priorities.

· Leading staff for ASTHO Government Relations Committee. Supporting members in establishing organizational priorities for legislative affairs and member hill day. Supervising preparation of hill day materials.

· Identifying external funding necessary to support project related activities.

· Representing ASTHO at Hill briefings and national meetings

· Maintaining collaborative working relationships with staff and partner organizations

· Leading public health coalitions on behalf of ASTHO to advance the organization’s priorities such as ASTHO’s affiliates.

· Develop federal legislative director network to support state health official success with federal advocacy.



MINIMUM QUALIFICATIONS:

· Bachelor’s degree in Public Policy/Government or related is recommended. Public Health or health related master’s degree, Political science, Juris Doctor, Masters in Business Administration, Political Science, or Health Care Administration preferred.

· Firm grasp of government public health system, relevant congressional committees, and administration departments and agencies.

· Proven experience in advancing legislative agendas across a wide spectrum of health issues.

· A minimum of 5 years of progressively responsible and directly related work experience, such as Hill and/or Lobbying experience.



KNOWLEDGE, SKILLS AND ABILITIES:

· Must be highly motivated with an outgoing personality and have strong networking skills.

· The ability to meet tight deadlines, have excellent written and oral communications skills and initiative and be ready to step in and handle projects at a moment’s notice.
